Try signing in to an administrator user account and relaunching the server application.
In Windows you can run the application with elevated privileges by either right-clicking the server application and choosing Run as Administrator, or by right-clicking on the icon, choosing Properties and checking the Run this program as administrator option on the Compatibility tab.
You should now be able to see the Configuration button in your server application.
If this does not address your issue please verify that you have a license for Enterprise Server (or Point to Point). You can verify your license by running the following from a DOS prompt or at the command line:
ascp -DD -A
